Expanding Firefighting Capacity

The National Wildfire Coordinating Group (NWCG) qualification system has played a key role in enhancing interoperability and safety in US wildland fire operations. However, as wildfire and prescribed fire demands grow, the ongoing expansion and strict application of position task books and qualification standards may unintentionally limit workforce capacity, especially among non-federal agencies and private contractors.

This commentary explores how qualification systems affect recruitment, retention, surge capacity, and operational flexibility in wildfire suppression and prescribed fire programs. It advocates for recalibrating rather than abandoning NWCG standards through risk-based qualification design, broader competency-based assessment, improved reciprocity, and stronger interagency governance. These reforms would maintain safety while better aligning qualifications with the goal of effective and scalable fire management.

Introduction

Wildland fire and prescribed fire operations rely on a workforce capable of scaling quickly with incident complexity, working safely in hazardous conditions, and integrating personnel from various jurisdictions and organizational types. The National Wildfire Coordinating Group (NWCG) qualification system has long served as the foundation for this interoperability through standardized training, experience requirements, and position task books (NWCG 2024a).

The operational environment has changed significantly. Fire seasons are now longer, prescribed fire periods are more limited, and extended mobilizations are becoming more frequent (GAO 2020–2024). Agencies struggle with recruiting and retaining staff, while the need for qualified personnel continues to increase across suppression, prescribed fire, and post-fire activities. In these conditions, qualification systems serve both as safety tools and as vital parts of the workforce infrastructure.

From Professional Judgment to Documentation Dominance

Earlier wildland fire staffing depended heavily on demonstrated performance, supervisory judgment, and peer evaluation, supported by standardized training and experience benchmarks. This approach focused on leader assessment of readiness and suitability, providing flexibility in assignments while ensuring accountability.

The adoption of the Incident Command System and NWCG position standards greatly enhanced safety and interagency coordination (FEMA 2017). However, as task books have grown in scope and use, the system has increasingly relied on documentation as the main gatekeeper. Attributes essential for safe operations—judgment, adaptability, communication, leadership, and situational awareness—are hard to fully express through task-level documentation.

When advancement is based mainly on recorded task completion instead of demonstrated competence, qualification systems risk emphasizing administrative compliance over operational readiness.

Task Books and Workforce Constraints

Position task books are meant to provide clear, observable evidence that individuals can perform the duties of a role. They define expectations, ensure consistency, and support defensible qualification decisions. In practice, heavy reliance on task books has led to several system-level limitations.

Time-to-qualification is often extended due to limited evaluator availability and assignment opportunities that may not align with actual readiness. Catch-22 situations occur when individuals need assignments to complete task books but cannot get those assignments without being qualified. Bottlenecks among evaluators are common during busy operational times, and frequent updates to task books and prerequisites add to administrative workload and uncertainty.

These dynamics concentrate assignments among a shrinking pool of fully qualified personnel, increasing fatigue and retention risk while limiting surge capacity during periods of highest demand.

Interagency Disparities and Exclusionary Effects

NWCG qualifications are widely seen as federal standards, which leads to resistance and inconsistent compliance among state, local, volunteer, and private organizations. While some variation in implementation has always existed, recent developments raise concerns about fairness and governance.

Qualification systems are increasingly used to restrict participation by non-federal partners rather than to facilitate safe integration. Private contractors, non-governmental organizations, and local agencies often face limited access to task books, minimal recognition of non-federal evaluator sign-offs, and unclear equivalency determinations.

The private fire sector alone has about 1,400 engines and 4,000 firefighters. Many of these resources are effectively excluded due to administrative barriers rather than a lack of skill. In some cases, refusing to recognize valid professional credentials has led to contractual bans, such as restrictions on chainsaw use by private firefighters despite having similar training and experience. Such practices decrease available capacity and establish self-limiting operational rules that hinder interoperability and workforce resilience.

Interagency Governance and Requirements Creep

Interagency task book committees that include federal, state, municipal, and contractor representatives can enhance legitimacy and confidence in qualification decisions. These structures offer shared oversight and help reduce perceptions of institutional bias. However, such arrangements are rare and usually require extensive trust-building.

At the same time, qualification systems tend to amass requirements over time, especially after incidents or reviews. Without clear processes to consolidate or retire requirements, complexity grows even when the safety benefits are minimal. Mature systems need governance mechanisms that view simplification as a professional duty.

Next-Generation Task Books and Incremental Reform

The introduction of Next-Generation Position Task Books addresses several limitations of earlier versions, including the integration of structured feedback mechanisms similar to ICS 225 evaluations. These updates represent significant progress and demonstrate responsiveness to longstanding critiques.

Given this investment, wholesale abandonment of task books is unlikely. Policy adjustments regarding what constitutes acceptable experience, who can serve as an evaluator, and how equivalency is determined may provide a more practical and constructive way forward.

Proportionality, Prescribed Fire, and Workforce Capacity

A proportional qualification system connects verification methods with operational risk. High-stakes command and aviation roles might require thorough validation, while many technical, operational, and prescribed fire positions could be better addressed through competency-based assessment, supervised performance, or acknowledgment of professional credentials.

Prescribed fire programs encounter severe personnel shortages caused by limited burn windows and a shortage of qualified staff. Qualification barriers often exclude skilled workers whose experience directly relates to prescribed fire operations. In this context, delays in qualification pose operational and ecological risks rather than mere administrative issues.

Implications for Recruitment, Retention, and Surge Capacity

Qualification pathways affect who joins the fire workforce, how quickly they start contributing, and whether they stay. Systems seen as slow, unclear, or exclusive discourage participation and lead to higher drop-out rates. Focusing operational demand on a small pool of qualified people increases fatigue and safety risks during long fire seasons.

Surge capacity relies not only on funding but also on the ability to qualify and deploy personnel at scale. Qualification bottlenecks thus pose a strategic vulnerability for wildfire and prescribed fire programs.

Conclusion

NWCG qualifications have provided significant safety and interoperability advantages for wildland fire operations in the United States. However, under current wildfire and prescribed fire conditions, qualification systems must also serve as a workforce-enabling infrastructure. When task books and prerequisites grow without clear risk-based reasons, they can restrict capacity, hinder participation by non-federal partners, and raise fatigue-related risks.

Recalibration instead of rejection provides a feasible way forward. Matching qualification standards with operational risk, enhancing interagency governance, and prioritizing demonstrated skills over administrative compliance can help create a safe, scalable, and resilient fire workforce needed to face current and future challenges.
